Project Introduction and Background

This project involves the preparation of a growth policy update and creation of a new downtown master plan.  The downtown master plan will be incorporated as an element of the growth policy, and therefore ultimately adopted by the City of Dillon. The goal of this project is to produce an updated growth policy that reflects the community’s values and vision, complies with Section 76.1 of the Montana Code Annotated, and provides guidance for future policies, land use decisions and regulations.  An element of the growth policy will be the downtown master plan.  This plan will focus on the 18 blocks of the downtown area and address issues of economics, land use and transportation.

Goals and Expectations

Growth Policy

  1. Provide opportunities for public participation
  2. Update data and goals in existing categories
  3. Generate new goals and objectives based on public input
  4. Provide maps and other figures to improve readability

Downtown Plan

  1. Prepare a background report of existing conditions
  2. Complete an economic and land use analysis
  3. Develop design concepts for public amenities, gateways and historic preservation
  4. Identify financing options
  5. Provide public participation options, including surveys, open houses and interviews
